Improve model card: Add project page, tags, and sample usage

This PR enhances the model card by:
- Adding a link to the project page: https://webgen-bench.github.io/
- Including the
code-generationtag for better discoverability. - Providing a direct Python code snippet for using the model with the
transformerslibrary, specifically tailored for instruction-tuned models using the chat template.
