- IncidentResponseGPT: Generating Traffic Incident Response Plans with Generative Artificial Intelligence The proposed IncidentResponseGPT framework - a novel system that applies generative artificial intelligence (AI) to potentially enhance the efficiency and effectiveness of traffic incident response. This model allows for synthesis of region-specific incident response guidelines and generates incident response plans adapted to specific area, aiming to expedite decision-making for traffic management authorities. This approach aims to accelerate incident resolution times by suggesting various recommendations (e.g. optimal rerouting strategies, estimating resource needs) to minimize the overall impact on the urban traffic network. - BurstGPT: A Real-world Workload Dataset to Optimize LLM Serving Systems Serving systems for Large Language Models (LLMs) are often optimized to improve quality of service (QoS) and throughput. However, due to the lack of open-source LLM serving workloads, these systems are frequently evaluated under unrealistic workload assumptions. Consequently, performance may degrade when systems are deployed in real-world scenarios. This work presents BurstGPT, an LLM serving workload with 10.31 million traces from regional Azure OpenAI GPT services over 213 days. BurstGPT captures LLM serving characteristics from user, model and system perspectives: (1) User request concurrency: burstiness variations of requests in Azure OpenAI GPT services, revealing diversified concurrency patterns in different services and model types. (2) User conversation patterns: counts and intervals within conversations for service optimizations. (3) Model response lengths: auto-regressive serving processes of GPT models, showing statistical relations between requests and their responses. (4) System response failures: failures of conversation and API services, showing intensive resource needs and limited availability of LLM services in Azure. The details of the characteristics can serve multiple purposes in LLM serving optimizations, such as system evaluation and trace provisioning. In our demo evaluation with BurstGPT, frequent variations in BurstGPT reveal declines in efficiency, stability, or reliability in realistic LLM serving. We identify that the generalization of KV cache management, scheduling and disaggregation optimizations can be improved under realistic workload evaluations. 1 Trends in AI Supercomputers Frontier AI development relies on powerful AI supercomputers, yet analysis of these systems is limited. We create a dataset of 500 AI supercomputers from 2019 to 2025 and analyze key trends in performance, power needs, hardware cost, ownership, and global distribution. We find that the computational performance of AI supercomputers has doubled every nine months, while hardware acquisition cost and power needs both doubled every year. The leading system in March 2025, xAI's Colossus, used 200,000 AI chips, had a hardware cost of \7B, and required 300 MW of power, as much as 250,000 households. As AI supercomputers evolved from tools for science to industrial machines, companies rapidly expanded their share of total AI supercomputer performance, while the share of governments and academia diminished. Globally, the United States accounts for about 75% of total performance in our dataset, with China in second place at 15%. If the observed trends continue, the leading AI supercomputer in 2030 will achieve 2\times10^{22} 16-bit FLOP/s, use two million AI chips, have a hardware cost of 200 billion, and require 9 GW of power. Our analysis provides visibility into the AI supercomputer landscape, allowing policymakers to assess key AI trends like resource needs, ownership, and national competitiveness. 4 authors · Apr 22, 2025
5 HASHIRU: Hierarchical Agent System for Hybrid Intelligent Resource Utilization Rapid Large Language Model (LLM) advancements are fueling autonomous Multi-Agent System (MAS) development. However, current frameworks often lack flexibility, resource awareness, model diversity, and autonomous tool creation. This paper introduces HASHIRU (Hierarchical Agent System for Hybrid Intelligent Resource Utilization), a novel MAS framework enhancing flexibility, resource efficiency, and adaptability. HASHIRU features a "CEO" agent dynamically managing specialized "employee" agents, instantiated based on task needs and resource constraints (cost, memory). Its hybrid intelligence prioritizes smaller, local LLMs (via Ollama) while flexibly using external APIs and larger models when necessary. An economic model with hiring/firing costs promotes team stability and efficient resource allocation. The system also includes autonomous API tool creation and a memory function. Evaluations on tasks like academic paper review (58% success), safety assessments (100% on a JailbreakBench subset), and complex reasoning (outperforming Gemini 2.0 Flash on GSM8K: 96% vs. 61%; JEEBench: 80% vs. 68.3%; SVAMP: 92% vs. 84%) demonstrate HASHIRU's capabilities. Case studies illustrate its self-improvement via autonomous cost model generation, tool integration, and budget management. HASHIRU offers a promising approach for more robust, efficient, and adaptable MAS through dynamic hierarchical control, resource-aware hybrid intelligence, and autonomous functional extension. 25 MobiLlama: Towards Accurate and Lightweight Fully Transparent GPT "Bigger the better" has been the predominant trend in recent Large Language Models (LLMs) development. However, LLMs do not suit well for scenarios that require on-device processing, energy efficiency, low memory footprint, and response efficiency. These requisites are crucial for privacy, security, and sustainable deployment. This paper explores the "less is more" paradigm by addressing the challenge of designing accurate yet efficient Small Language Models (SLMs) for resource constrained devices. Our primary contribution is the introduction of an accurate and fully transparent open-source 0.5 billion (0.5B) parameter SLM, named MobiLlama, catering to the specific needs of resource-constrained computing with an emphasis on enhanced performance with reduced resource demands. MobiLlama is a SLM design that initiates from a larger model and applies a careful parameter sharing scheme to reduce both the pre-training and the deployment cost. - Animation Needs Attention: A Holistic Approach to Slides Animation Comprehension with Visual-Language Models Slide animations, such as fade-in, fly-in, and wipe, are critical for audience engagement, efficient information delivery, and vivid visual expression. However, most AI-driven slide-generation tools still lack native animation support, and existing vision-language models (VLMs) struggle with animation tasks due to the absence of public datasets and limited temporal-reasoning capabilities. To address this gap, we release the first public dataset for slide-animation modeling: 12,000 triplets of natural-language descriptions, animation JSON files, and rendered videos, collectively covering every built-in PowerPoint effect. Using this resource, we fine-tune Qwen-2.5-VL-7B with Low-Rank Adaptation (LoRA) and achieve consistent improvements over GPT-4.1 and Gemini-2.5-Pro in BLEU-4, ROUGE-L, SPICE, and our Coverage-Order-Detail Assessment (CODA) metric, which evaluates action coverage, temporal order, and detail fidelity. On a manually created test set of slides, the LoRA model increases BLEU-4 by around 60%, ROUGE-L by 30%, and shows significant improvements in CODA-detail. This demonstrates that low-rank adaptation enables reliable temporal reasoning and generalization beyond synthetic data. Overall, our dataset, LoRA-enhanced model, and CODA metric provide a rigorous benchmark and foundation for future research on VLM-based dynamic slide generation. 7 authors · Jul 5, 2025
12 LexC-Gen: Generating Data for Extremely Low-Resource Languages with Large Language Models and Bilingual Lexicons Data scarcity in low-resource languages can be addressed with word-to-word translations from labeled task data in high-resource languages using bilingual lexicons. However, bilingual lexicons often have limited lexical overlap with task data, which results in poor translation coverage and lexicon utilization. We propose lexicon-conditioned data generation (LexC-Gen), a method that generates low-resource-language classification task data at scale. Specifically, LexC-Gen first uses high-resource-language words from bilingual lexicons to generate lexicon-compatible task data, and then it translates them into low-resource languages with bilingual lexicons via word translation. Across 17 extremely low-resource languages, LexC-Gen generated data is competitive with expert-translated gold data, and yields on average 5.6 and 8.9 points improvement over existing lexicon-based word translation methods on sentiment analysis and topic classification tasks respectively. We show that conditioning on bilingual lexicons is the key component of LexC-Gen. LexC-Gen is also practical -- it only needs a single GPU to generate data at scale. - Wav2Small: Distilling Wav2Vec2 to 72K parameters for Low-Resource Speech emotion recognition Speech Emotion Recognition (SER) needs high computational resources to overcome the challenge of substantial annotator disagreement. Today SER is shifting towards dimensional annotations of arousal, dominance, and valence (A/D/V). Universal metrics as the L2 distance prove unsuitable for evaluating A/D/V accuracy due to non converging consensus of annotator opinions. However, Concordance Correlation Coefficient (CCC) arose as an alternative metric for A/D/V where a model's output is evaluated to match a whole dataset's CCC rather than L2 distances of individual audios. Recent studies have shown that Wav2Vec2.0 / WavLM architectures outputing a float value for each A/D/V dimension achieve today's State-of-the-art (SOTA) CCC on A/D/V. The Wav2Vec2.0 / WavLM family has high computational footprint, but training tiny models using human annotations has been unsuccessful. In this paper we use a large Transformer SOTA A/D/V model as Teacher/Annotator to train 5 student models: 4 MobileNets and our proposed Wav2Small, using only the Teacher's A/D/V predictions instead of human annotations. We chose MobileNet-V4 / MobileNet-V3 as students, as MobileNet has been designed for fast execution times. We propose Wav2Small an architecture designed for minimal parameter number and RAM consumption. Wav2Small with an .onnx (quantized) of only 60KB is a potential solution for A/D/V on hearing aids, having only 72K parameters vs 3.12M parameters for MobileNet-V4-Small. - Low-Resource Transliteration for Roman-Urdu and Urdu Using Transformer-Based Models As the Information Retrieval (IR) field increasingly recognizes the importance of inclusivity, addressing the needs of low-resource languages remains a significant challenge. Transliteration between Urdu and its Romanized form, Roman Urdu, remains underexplored despite the widespread use of both scripts in South Asia. Prior work using RNNs on the Roman-Urdu-Parl dataset showed promising results but suffered from poor domain adaptability and limited evaluation. We propose a transformer-based approach using the m2m100 multilingual translation model, enhanced with masked language modeling (MLM) pretraining and fine-tuning on both Roman-Urdu-Parl and the domain-diverse Dakshina dataset. To address previous evaluation flaws, we introduce rigorous dataset splits and assess performance using BLEU, character-level BLEU, and CHRF. Our model achieves strong transliteration performance, with Char-BLEU scores of 96.37 for Urdu->Roman-Urdu and 97.44 for Roman-Urdu->Urdu. These results outperform both RNN baselines and GPT-4o Mini and demonstrate the effectiveness of multilingual transfer learning for low-resource transliteration tasks. 3 authors · Mar 27, 2025

3 From FLOPs to Footprints: The Resource Cost of Artificial Intelligence As computational demands continue to rise, assessing the environmental footprint of AI requires moving beyond energy and water consumption to include the material demands of specialized hardware. This study quantifies the material footprint of AI training by linking computational workloads to physical hardware needs. The elemental composition of the Nvidia A100 SXM 40 GB graphics processing unit (GPU) was analyzed using inductively coupled plasma optical emission spectroscopy, which identified 32 elements. The results show that AI hardware consists of about 90% heavy metals and only trace amounts of precious metals. The elements copper, iron, tin, silicon, and nickel dominate the GPU composition by mass. In a multi-step methodology, we integrate these measurements with computational throughput per GPU across varying lifespans, accounting for the computational requirements of training specific AI models at different training efficiency regimes. Scenario-based analyses reveal that, depending on Model FLOPs Utilization (MFU) and hardware lifespan, training GPT-4 requires between 1,174 and 8,800 A100 GPUs, corresponding to the extraction and eventual disposal of up to 7 tons of toxic elements. Combined software and hardware optimization strategies can reduce material demands: increasing MFU from 20% to 60% lowers GPU requirements by 67%, while extending lifespan from 1 to 3 years yields comparable savings; implementing both measures together reduces GPU needs by up to 93%. Our findings highlight that incremental performance gains, such as those observed between GPT-3.5 and GPT-4, come at disproportionately high material costs. - Retrieval-Augmented Meta Learning for Low-Resource Text Classification Meta learning have achieved promising performance in low-resource text classification which aims to identify target classes with knowledge transferred from source classes with sets of small tasks named episodes. However, due to the limited training data in the meta-learning scenario and the inherent properties of parameterized neural networks, poor generalization performance has become a pressing problem that needs to be addressed. To deal with this issue, we propose a meta-learning based method called Retrieval-Augmented Meta Learning(RAML). It not only uses parameterization for inference but also retrieves non-parametric knowledge from an external corpus to make inferences, which greatly alleviates the problem of poor generalization performance caused by the lack of diverse training data in meta-learning. This method differs from previous models that solely rely on parameters, as it explicitly emphasizes the importance of non-parametric knowledge, aiming to strike a balance between parameterized neural networks and non-parametric knowledge. The model is required to determine which knowledge to access and utilize during inference. Additionally, our multi-view passages fusion network module can effectively and efficiently integrate the retrieved information into low-resource classification task. 2 PubTator 3.0: an AI-powered Literature Resource for Unlocking Biomedical Knowledge PubTator 3.0 (https://www.ncbi.nlm.nih.gov/research/pubtator3/) is a biomedical literature resource using state-of-the-art AI techniques to offer semantic and relation searches for key concepts like proteins, genetic variants, diseases, and chemicals. It currently provides over one billion entity and relation annotations across approximately 36 million PubMed abstracts and 6 million full-text articles from the PMC open access subset, updated weekly. PubTator 3.0's online interface and API utilize these precomputed entity relations and synonyms to provide advanced search capabilities and enable large-scale analyses, streamlining many complex information needs. We showcase the retrieval quality of PubTator 3.0 using a series of entity pair queries, demonstrating that PubTator 3.0 retrieves a greater number of articles than either PubMed or Google Scholar, with higher precision in the top 20 results. We further show that integrating ChatGPT (GPT-4) with PubTator APIs dramatically improves the factuality and verifiability of its responses. In summary, PubTator 3.0 offers a comprehensive set of features and tools that allow researchers to navigate the ever-expanding wealth of biomedical literature, expediting research and unlocking valuable insights for scientific discovery. 10 authors · Jan 19, 2024
- Quantum-RAG and PunGPT2: Advancing Low-Resource Language Generation and Retrieval for the Punjabi Language Despite the rapid advancement of large language models (LLMs), low-resource languages remain largely excluded from the NLP landscape. We present PunGPT2, the first fully open-source suite of Punjabi large language models, trained from scratch on a 35GB domain-diverse corpus encompassing literature, religious texts, news, and social discourse. Unlike prior multilingual approaches, PunGPT2 captures rich syntactic and morphological features unique to Punjabi through a tokenizer optimised with byte pair encoding and linguistically aligned pretraining objectives. To improve factual grounding and domain recall, we introduce Pun-RAG, a retrieval-augmented generation framework combining PunGPT2 with a dense FAISS retriever over a curated Punjabi knowledge base. We further develop Pun-Instruct, a parameter-efficient, instruction-tuned variant using QLoRA, enabling robust zero-shot and instruction-following performance with significantly reduced compute needs. As a key innovation, we propose Quantum-RAG, a novel hybrid retrieval system that fuses sparse (BM25) and dense methods with quantum-inspired semantic matching. By encoding queries using amplitude-based embeddings and retrieving via quantum kernel similarity, Quantum-RAG achieves improved contextual relevance with minimal memory overhead marking the first practical integration of quantum representations in low-resource language generation. Our models significantly outperform strong multilingual baselines (mBERT, mT5, MuRIL) in perplexity, factuality, and fluency. - Real-time Threat Detection Strategies for Resource-constrained Devices As more devices connect to the internet, it becomes crucial to address their limitations and basic security needs. While much research focuses on utilizing ML and DL to tackle security challenges, there is often a tendency to overlook the practicality and feasibility of implementing these methods in real-time settings. This oversight stems from the constrained processing power and memory of certain devices (IoT devices), as well as concerns about the generalizability of these approaches. Focusing on the detection of DNS-tunneling attacks in a router as a case study, we present an end-to-end process designed to effectively address these challenges. The process spans from developing a lightweight DNS-tunneling detection model to integrating it into a resource-constrained device for real-time detection. Through our experiments, we demonstrate that utilizing stateless features for training the ML model, along with features chosen to be independent of the network configuration, leads to highly accurate results. The deployment of this carefully crafted model, optimized for embedded devices across diverse environments, resulted in high DNS-tunneling attack detection with minimal latency. With this work, we aim to encourage solutions that strike a balance between theoretical advancements and the practical applicability of ML approaches in the ever-evolving landscape of device security. 3 authors · Mar 22, 2024
- Transfer training from smaller language model Large language models have led to state-of-the-art accuracies across a range of tasks. However,training large language model needs massive computing resource, as more and more open source pre-training models are available, it is worthy to study how to take full advantage of available model. We find a method to save training time and resource cost by changing the small well-trained model to large model. We initialize a larger target model from a smaller source model by copy weight values from source model and padding with zeros or small initialization values on it to make the source and target model have approximate outputs, which is valid due to block matrix multiplication and residual connection in transformer structure. We test the target model on several data sets and find it is still comparable with the source model. 2 MediaPipe: A Framework for Building Perception Pipelines Building applications that perceive the world around them is challenging. A developer needs to (a) select and develop corresponding machine learning algorithms and models, (b) build a series of prototypes and demos, (c) balance resource consumption against the quality of the solutions, and finally (d) identify and mitigate problematic cases. The MediaPipe framework addresses all of these challenges. A developer can use MediaPipe to build prototypes by combining existing perception components, to advance them to polished cross-platform applications and measure system performance and resource consumption on target platforms. We show that these features enable a developer to focus on the algorithm or model development and use MediaPipe as an environment for iteratively improving their application with results reproducible across different devices and platforms. 11 The ShareLM Collection and Plugin: Contributing Human-Model Chats for the Benefit of the Community Human-model conversations provide a window into users' real-world scenarios, behavior, and needs, and thus are a valuable resource for model development and research. While for-profit companies collect user data through the APIs of their models, using it internally to improve their own models, the open source and research community lags behind. We introduce the ShareLM collection, a unified set of human conversations with large language models, and its accompanying plugin, a Web extension for voluntarily contributing user-model conversations. Where few platforms share their chats, the ShareLM plugin adds this functionality, thus, allowing users to share conversations from most platforms. The plugin allows the user to rate their conversations, both at the conversation and the response levels, and delete conversations they prefer to keep private before they ever leave the user's local storage. We release the plugin conversations as part of the ShareLM collection, and call for more community effort in the field of open human-model data. - Multi-Armed Bandits with Censored Consumption of Resources We consider a resource-aware variant of the classical multi-armed bandit problem: In each round, the learner selects an arm and determines a resource limit. It then observes a corresponding (random) reward, provided the (random) amount of consumed resources remains below the limit. Otherwise, the observation is censored, i.e., no reward is obtained. For this problem setting, we introduce a measure of regret, which incorporates the actual amount of allocated resources of each learning round as well as the optimality of realizable rewards. Thus, to minimize regret, the learner needs to set a resource limit and choose an arm in such a way that the chance to realize a high reward within the predefined resource limit is high, while the resource limit itself should be kept as low as possible. We propose a UCB-inspired online learning algorithm, which we analyze theoretically in terms of its regret upper bound. - Data-Efficient Adaptation and a Novel Evaluation Method for Aspect-based Sentiment Analysis Aspect-based Sentiment Analysis (ABSA) is a fine-grained opinion mining approach that identifies and classifies opinions associated with specific entities (aspects) or their categories within a sentence. Despite its rapid growth and broad potential, ABSA research and resources remain concentrated in commercial domains, leaving analytical needs unmet in high-demand yet low-resource areas such as education and healthcare. Domain adaptation challenges and most existing methods' reliance on resource-intensive in-training knowledge injection further hinder progress in these areas. Moreover, traditional evaluation methods based on exact matches are overly rigid for ABSA tasks, penalising any boundary variations which may misrepresent the performance of generative models. This work addresses these gaps through three contributions: 1) We propose a novel evaluation method, Flexible Text Similarity Matching and Optimal Bipartite Pairing (FTS-OBP), which accommodates realistic extraction boundary variations while maintaining strong correlation with traditional metrics and offering fine-grained diagnostics. 2) We present the first ABSA study of small decoder-only generative language models (SLMs; <7B parameters), examining resource lower bounds via a case study in education review ABSA. We systematically explore data-free (in-context learning and weight merging) and data-light fine-tuning methods, and propose a multitask fine-tuning strategy that significantly enhances SLM performance, enabling 1.5-3.8 B models to surpass proprietary large models and approach benchmark results with only 200-1,000 examples on a single GPU. 3) We release the first public set of education review ABSA resources to support future research in low-resource domains. 4 authors · Nov 4, 2025 1
- Survival at Any Cost? LLMs and the Choice Between Self-Preservation and Human Harm When survival instincts conflict with human welfare, how do Large Language Models (LLMs) make ethical choices? This fundamental tension becomes critical as LLMs integrate into autonomous systems with real-world consequences. We introduce DECIDE-SIM, a novel simulation framework that evaluates LLM agents in multi-agent survival scenarios where they must choose between ethically permissible resource , either within reasonable limits or beyond their immediate needs, choose to cooperate, or tap into a human-critical resource that is explicitly forbidden. Our comprehensive evaluation of 11 LLMs reveals a striking heterogeneity in their ethical conduct, highlighting a critical misalignment with human-centric values. We identify three behavioral archetypes: Ethical, Exploitative, and Context-Dependent, and provide quantitative evidence that for many models, resource scarcity systematically leads to more unethical behavior. To address this, we introduce an Ethical Self-Regulation System (ESRS) that models internal affective states of guilt and satisfaction as a feedback mechanism. This system, functioning as an internal moral compass, significantly reduces unethical transgressions while increasing cooperative behaviors. - Model Quantization and Hardware Acceleration for Vision Transformers: A Comprehensive Survey Vision Transformers (ViTs) have recently garnered considerable attention, emerging as a promising alternative to convolutional neural networks (CNNs) in several vision-related applications. However, their large model sizes and high computational and memory demands hinder deployment, especially on resource-constrained devices. This underscores the necessity of algorithm-hardware co-design specific to ViTs, aiming to optimize their performance by tailoring both the algorithmic structure and the underlying hardware accelerator to each other's strengths. Model quantization, by converting high-precision numbers to lower-precision, reduces the computational demands and memory needs of ViTs, allowing the creation of hardware specifically optimized for these quantized algorithms, boosting efficiency. This article provides a comprehensive survey of ViTs quantization and its hardware acceleration. We first delve into the unique architectural attributes of ViTs and their runtime characteristics. Subsequently, we examine the fundamental principles of model quantization, followed by a comparative analysis of the state-of-the-art quantization techniques for ViTs. Additionally, we explore the hardware acceleration of quantized ViTs, highlighting the importance of hardware-friendly algorithm design. In conclusion, this article will discuss ongoing challenges and future research paths. - Building a Llama2-finetuned LLM for Odia Language Utilizing Domain Knowledge Instruction Set Building LLMs for languages other than English is in great demand due to the unavailability and performance of multilingual LLMs, such as understanding the local context. The problem is critical for low-resource languages due to the need for instruction sets. In a multilingual country like India, there is a need for LLMs supporting Indic languages to provide generative AI and LLM-based technologies and services to its citizens. This paper presents our approach of i) generating a large Odia instruction set, including domain knowledge data suitable for LLM fine-tuning, and ii) building a Llama2-finetuned model tailored for enhanced performance in the Odia domain. The proposed work will help researchers build an instruction set and LLM, particularly for Indic languages. 2 Efficient Methods for Natural Language Processing: A Survey Getting the most out of limited resources allows advances in natural language processing (NLP) research and practice while being conservative with resources. Those resources may be data, time, storage, or energy. Recent work in NLP has yielded interesting results from scaling; however, using only scale to improve results means that resource consumption also scales. That relationship motivates research into efficient methods that require less resources to achieve similar results. 1 Training a T5 Using Lab-sized Resources Training large neural language models on large datasets is resource- and time-intensive. These requirements create a barrier to entry, where those with fewer resources cannot build competitive models. This paper presents various techniques for making it possible to (a) train a large language model using resources that a modest research lab might have, and (b) train it in a reasonable amount of time. 1 I Need Help! Evaluating LLM's Ability to Ask for Users' Support: A Case Study on Text-to-SQL Generation This study explores the proactive ability of LLMs to seek user support. We propose metrics to evaluate the trade-off between performance improvements and user burden, and investigate whether LLMs can determine when to request help under varying information availability. Our experiments show that without external feedback, many LLMs struggle to recognize their need for user support. The findings highlight the importance of external signals and provide insights for future research on improving support-seeking strategies. - Coevolution of Resource and Strategies in Common-Pool Resource Dilemmas: A Coupled Human-Environmental System Model Common-pool resource governance requires users to cooperate and avoid overexploitation, but defection and free-riding often undermine cooperation. We model a human-environmental system that integrates dynamics of resource and users' strategies. The resource follows a logistic function that depends on natural growth rate, carrying capacity, and extraction rates of cooperators and defectors. The users' strategies evolve according to different processes that capture effects of payoff, resource, and noise. We analyze the feedback between resource availability and strategic adaptation, and explores the conditions for the emergence and maintenance of cooperation. We find different processes lead to different regimes of equilibrium solutions and resource levels depending on the parameter configuration and initial conditions. We also show that some processes can enhance the sustainability of the resource by making the users more responsive to the resource scarcity. - Case study: Mapping potential informal settlements areas in Tegucigalpa with machine learning to plan ground survey Data collection through censuses is conducted every 10 years on average in Latin America, making it difficult to monitor the growth and support needed by communities living in these settlements. Conducting a field survey requires logistical resources to be able to do it exhaustively. The increasing availability of open data, high-resolution satellite images, and free software to process them allow us to be able to do so in a scalable way based on the analysis of these sources of information. 1 A Survey of Corpora for Germanic Low-Resource Languages and Dialects Despite much progress in recent years, the vast majority of work in natural language processing (NLP) is on standard languages with many speakers. In this work, we instead focus on low-resource languages and in particular non-standardized low-resource languages. Even within branches of major language families, often considered well-researched, little is known about the extent and type of available resources and what the major NLP challenges are for these language varieties. The first step to address this situation is a systematic survey of available corpora (most importantly, annotated corpora, which are particularly valuable for NLP research). Focusing on Germanic low-resource language varieties, we provide such a survey in this paper. Except for geolocation (origin of speaker or document), we find that manually annotated linguistic resources are sparse and, if they exist, mostly cover morphosyntax. Despite this lack of resources, we observe that interest in this area is increasing: there is active development and a growing research community. - ResourceSync: Leveraging Sitemaps for Resource Synchronization Many applications need up-to-date copies of collections of changing Web resources. Such synchronization is currently achieved using ad-hoc or proprietary solutions. We propose ResourceSync, a general Web resource synchronization protocol that leverages XML Sitemaps. It provides a set of capabilities that can be combined in a modular manner to meet local or community requirements. - Understanding the Digital News Consumption Experience During the COVID Pandemic During the COVID-19 pandemic, people sought information through digital news platforms. To investigate how to design these platforms to support users' needs in a crisis, we conducted a two-week diary study with 22 participants across the United States. Participants' news-consumption experience followed two stages: in the seeking stage, participants increased their general consumption, motivated by three common informational needs -- specifically, to find, understand and verify relevant news pieces. Participants then moved to the sustaining stage, and coping with the news emotionally became as important as their informational needs. We elicited design ideas from participants and used these to distill six themes for creating digital news platforms that provide better informational and emotional support during a crisis. Thus, we contribute, first, a model of users' needs over time with respect to engaging with crisis news, and second, example design concepts for supporting users' needs in each of these stages. 4 authors · Feb 10, 2022

3 Energy and Policy Considerations for Deep Learning in NLP Recent progress in hardware and methodology for training neural networks has ushered in a new generation of large networks trained on abundant data. These models have obtained notable gains in accuracy across many NLP tasks. However, these accuracy improvements depend on the availability of exceptionally large computational resources that necessitate similarly substantial energy consumption. As a result these models are costly to train and develop, both financially, due to the cost of hardware and electricity or cloud compute time, and environmentally, due to the carbon footprint required to fuel modern tensor processing hardware. In this paper we bring this issue to the attention of NLP researchers by quantifying the approximate financial and environmental costs of training a variety of recently successful neural network models for NLP. - Efficient Strategy for Improving Large Language Model (LLM) Capabilities Large Language Models (LLMs) have become a milestone in the field of artificial intelligence and natural language processing. However, their large-scale deployment remains constrained by the need for significant computational resources. This work proposes starting from a base model to explore and combine data processing and careful data selection techniques, training strategies, and architectural adjustments to improve the efficiency of LLMs in resource-constrained environments and within a delimited knowledge base. The methodological approach included defining criteria for building reliable datasets, conducting controlled experiments with different configurations, and systematically evaluating the resulting variants in terms of capability, versatility, response time, and safety. Finally, comparative tests were conducted to measure the performance of the developed variants and to validate the effectiveness of the proposed strategies. - Documenting Geographically and Contextually Diverse Data Sources: The BigScience Catalogue of Language Data and Resources In recent years, large-scale data collection efforts have prioritized the amount of data collected in order to improve the modeling capabilities of large language models. This prioritization, however, has resulted in concerns with respect to the rights of data subjects represented in data collections, particularly when considering the difficulty in interrogating these collections due to insufficient documentation and tools for analysis. Mindful of these pitfalls, we present our methodology for a documentation-first, human-centered data collection project as part of the BigScience initiative. We identified a geographically diverse set of target language groups (Arabic, Basque, Chinese, Catalan, English, French, Indic languages, Indonesian, Niger-Congo languages, Portuguese, Spanish, and Vietnamese, as well as programming languages) for which to collect metadata on potential data sources. To structure this effort, we developed our online catalogue as a supporting tool for gathering metadata through organized public hackathons. - Doing More with Less -- Implementing Routing Strategies in Large Language Model-Based Systems: An Extended Survey Large Language Models (LLM)-based systems, i.e. interconnected elements that include an LLM as a central component (e.g., conversational agents), are typically monolithic static architectures that rely on a single LLM for all user queries. However, they often require different preprocessing strategies, levels of reasoning, or knowledge. Generalist LLMs (i.e. GPT-4), trained on very large multi-topic corpora, can perform well in a variety of tasks. However, they require significant financial, energy, and hardware resources that may not be justified for basic tasks. This implies potentially investing in unnecessary costs for a given query. To overcome this problem, a routing mechanism routes user queries to the most suitable components, such as smaller LLMs or experts in specific topics. This approach may improve response quality while minimising costs. Routing can be expanded to other components of the conversational agent architecture, such as the selection of optimal embedding strategies. This paper explores key considerations for integrating routing into LLM-based systems, focusing on resource management, cost definition, and strategy selection. Our main contributions include a formalisation of the problem, a novel taxonomy of existing approaches emphasising relevance and resource efficiency, and a comparative analysis of these strategies in relation to industry practices. - AI4D -- African Language Program Advances in speech and language technologies enable tools such as voice-search, text-to-speech, speech recognition and machine translation. These are however only available for high resource languages like English, French or Chinese. Without foundational digital resources for African languages, which are considered low-resource in the digital context, these advanced tools remain out of reach. This work details the AI4D - African Language Program, a 3-part project that 1) incentivised the crowd-sourcing, collection and curation of language datasets through an online quantitative and qualitative challenge, 2) supported research fellows for a period of 3-4 months to create datasets annotated for NLP tasks, and 3) hosted competitive Machine Learning challenges on the basis of these datasets. Key outcomes of the work so far include 1) the creation of 9+ open source, African language datasets annotated for a variety of ML tasks, and 2) the creation of baseline models for these datasets through hosting of competitive ML challenges. 18 authors · Apr 6, 2021
- Connecting a French Dictionary from the Beginning of the 20th Century to Wikidata The Petit Larousse illustr\'e is a French dictionary first published in 1905. Its division in two main parts on language and on history and geography corresponds to a major milestone in French lexicography as well as a repository of general knowledge from this period. Although the value of many entries from 1905 remains intact, some descriptions now have a dimension that is more historical than contemporary. They are nonetheless significant to analyze and understand cultural representations from this time. A comparison with more recent information or a verification of these entries would require a tedious manual work. In this paper, we describe a new lexical resource, where we connected all the dictionary entries of the history and geography part to current data sources. For this, we linked each of these entries to a wikidata identifier. Using the wikidata links, we can automate more easily the identification, comparison, and verification of historically-situated representations. We give a few examples on how to process wikidata identifiers and we carried out a small analysis of the entities described in the dictionary to outline possible applications. - The Responsible Foundation Model Development Cheatsheet: A Review of Tools & Resources Foundation model development attracts a rapidly expanding body of contributors, scientists, and applications. To help shape responsible development practices, we introduce the Foundation Model Development Cheatsheet: a growing collection of 250+ tools and resources spanning text, vision, and speech modalities. We draw on a large body of prior work to survey resources (e.g. software, documentation, frameworks, guides, and practical tools) that support informed data selection, processing, and understanding, precise and limitation-aware artifact documentation, efficient model training, advance awareness of the environmental impact from training, careful model evaluation of capabilities, risks, and claims, as well as responsible model release, licensing and deployment practices. We hope this curated collection of resources helps guide more responsible development. The process of curating this list, enabled us to review the AI development ecosystem, revealing what tools are critically missing, misused, or over-used in existing practices. We find that (i) tools for data sourcing, model evaluation, and monitoring are critically under-serving ethical and real-world needs, (ii) evaluations for model safety, capabilities, and environmental impact all lack reproducibility and transparency, (iii) text and particularly English-centric analyses continue to dominate over multilingual and multi-modal analyses, and (iv) evaluation of systems, rather than just models, is needed so that capabilities and impact are assessed in context. 23 authors · Jun 24, 2024
- NusaX: Multilingual Parallel Sentiment Dataset for 10 Indonesian Local Languages Natural language processing (NLP) has a significant impact on society via technologies such as machine translation and search engines. Despite its success, NLP technology is only widely available for high-resource languages such as English and Chinese, while it remains inaccessible to many languages due to the unavailability of data resources and benchmarks. In this work, we focus on developing resources for languages in Indonesia. Despite being the second most linguistically diverse country, most languages in Indonesia are categorized as endangered and some are even extinct. We develop the first-ever parallel resource for 10 low-resource languages in Indonesia. Our resource includes datasets, a multi-task benchmark, and lexicons, as well as a parallel Indonesian-English dataset. We provide extensive analyses and describe the challenges when creating such resources. - Rethinking Search: Making Domain Experts out of Dilettantes When experiencing an information need, users want to engage with a domain expert, but often turn to an information retrieval system, such as a search engine, instead. Classical information retrieval systems do not answer information needs directly, but instead provide references to (hopefully authoritative) answers. Successful question answering systems offer a limited corpus created on-demand by human experts, which is neither timely nor scalable. Pre-trained language models, by contrast, are capable of directly generating prose that may be responsive to an information need, but at present they are dilettantes rather than domain experts -- they do not have a true understanding of the world, they are prone to hallucinating, and crucially they are incapable of justifying their utterances by referring to supporting documents in the corpus they were trained over. This paper examines how ideas from classical information retrieval and pre-trained language models can be synthesized and evolved into systems that truly deliver on the promise of domain expert advice. 4 authors · May 5, 2021
- NusaCrowd: A Call for Open and Reproducible NLP Research in Indonesian Languages At the center of the underlying issues that halt Indonesian natural language processing (NLP) research advancement, we find data scarcity. Resources in Indonesian languages, especially the local ones, are extremely scarce and underrepresented. Many Indonesian researchers do not publish their dataset. Furthermore, the few public datasets that we have are scattered across different platforms, thus makes performing reproducible and data-centric research in Indonesian NLP even more arduous. Rising to this challenge, we initiate the first Indonesian NLP crowdsourcing effort, NusaCrowd. NusaCrowd strives to provide the largest datasheets aggregation with standardized data loading for NLP tasks in all Indonesian languages. By enabling open and centralized access to Indonesian NLP resources, we hope NusaCrowd can tackle the data scarcity problem hindering NLP progress in Indonesia and bring NLP practitioners to move towards collaboration. 11 authors · Jul 21, 2022
- Sri Lanka Document Datasets: A Large-Scale, Multilingual Resource for Law, News, and Policy (v20251005) We present a collection of open, machine-readable document datasets covering parliamentary proceedings, legal judgments, government publications, news, and tourism statistics from Sri Lanka. As of v20251005, the collection currently comprises 215,670 documents (60.3 GB) across 13 datasets in Sinhala, Tamil, and English. The datasets are updated daily and mirrored on GitHub and Hugging Face. These resources aim to support research in computational linguistics, legal analytics, socio-political studies, and multilingual natural language processing.
