LexEval: A Comprehensive Chinese Legal Benchmark for Evaluating Large Language Models

Large language models (LLMs) have made significant progress in natural language processing tasks and demonstrate considerable potential in the legal domain. However, legal applications demand high standards of accuracy, reliability, and fairness. Applying existing LLMs to legal systems without careful evaluation of their potential and limitations could pose significant risks in legal practice. To this end, we introduce a standardized comprehensive Chinese legal benchmark LexEval. This benchmark is notable in the following three aspects: (1) Ability Modeling: We propose a new taxonomy of legal cognitive abilities to organize different tasks. (2) Scale: To our knowledge, LexEval is currently the largest Chinese legal evaluation dataset, comprising 23 tasks and 14,150 questions. (3) Data: we utilize formatted existing datasets, exam datasets and newly annotated datasets by legal experts to comprehensively evaluate the various capabilities of LLMs. LexEval not only focuses on the ability of LLMs to apply fundamental legal knowledge but also dedicates efforts to examining the ethical issues involved in their application. We evaluated 38 open-source and commercial LLMs and obtained some interesting findings. The experiments and findings offer valuable insights into the challenges and potential solutions for developing Chinese legal systems and LLM evaluation pipelines. Solving the unsolvable: Translating case law in Hong Kong

This paper addresses the challenges translating case law under Hong Kong's bilingual legal system. It highlights the initial success of translating all written statutes into Chinese before the 1997 handover, a task mandated by the Basic Law. The effort involved significant collaboration among legal, linguistic, and translation experts, resulting in a comprehensive and culturally appropriate bilingual legal system. However, translating case law remains a significant challenge due to the sheer volume and continuous growth of judicial decisions. The paper critiques the governments and judiciarys sporadic and uncoordinated efforts to translate case law, contrasting it with the thorough approach previously taken for statute translation. Although the government acknowledges the importance of legal bilingualism, it lacks a sustainable strategy for translating case law. The Judiciarys position that translating all judgments is unnecessary, unrealistic, and not cost-effectiveis analyzed and critiqued for its impact on legal transparency and public trust. A proposed solution involves leveraging machine translation technology through a human-machine interactive translation platform, which undergoes two major transitions. Initially based on a neural model, the platform transitions to using a large language model for improved translation accuracy. Furthermore, it evolves from a single-agent system to a multi-agent system, incorporating Translator, Annotator, and Proofreader agents. This multi-agent approach, supported by a grant, aims to facilitate efficient, high-quality translation of judicial judgments by integrating advanced artificial intelligence and continuous feedback mechanisms, thus better meeting the needs of a bilingual legal system.

VLegal-Bench: Cognitively Grounded Benchmark for Vietnamese Legal Reasoning of Large Language Models

The rapid advancement of large language models (LLMs) has enabled new possibilities for applying artificial intelligence within the legal domain. Nonetheless, the complexity, hierarchical organization, and frequent revisions of Vietnamese legislation pose considerable challenges for evaluating how well these models interpret and utilize legal knowledge. To address this gap, the Vietnamese Legal Benchmark (VLegal-Bench) is introduced, the first comprehensive benchmark designed to systematically assess LLMs on Vietnamese legal tasks. Informed by Bloom's cognitive taxonomy, VLegal-Bench encompasses multiple levels of legal understanding through tasks designed to reflect practical usage scenarios. The benchmark comprises 10,450 samples generated through a rigorous annotation pipeline, where legal experts label and cross-validate each instance using our annotation system to ensure every sample is grounded in authoritative legal documents and mirrors real-world legal assistant workflows, including general legal questions and answers, retrieval-augmented generation, multi-step reasoning, and scenario-based problem solving tailored to Vietnamese law. By providing a standardized, transparent, and cognitively informed evaluation framework, VLegal-Bench establishes a solid foundation for assessing LLM performance in Vietnamese legal contexts and supports the development of more reliable, interpretable, and ethically aligned AI-assisted legal systems. SCALE: Scaling up the Complexity for Advanced Language Model Evaluation

Recent strides in Large Language Models (LLMs) have saturated many NLP benchmarks (even professional domain-specific ones), emphasizing the need for novel, more challenging novel ones to properly assess LLM capabilities. In this paper, we introduce a novel NLP benchmark that poses challenges to current LLMs across four key dimensions: processing long documents (up to 50K tokens), utilizing domain specific knowledge (embodied in legal texts), multilingual understanding (covering five languages), and multitasking (comprising legal document to document Information Retrieval, Court View Generation, Leading Decision Summarization, Citation Extraction, and eight challenging Text Classification tasks). Our benchmark comprises diverse legal NLP datasets from the Swiss legal system, allowing for a comprehensive study of the underlying Non-English, inherently multilingual, federal legal system. Despite recent advances, efficiently processing long documents for intense review/analysis tasks remains an open challenge for language models. Also, comprehensive, domain-specific benchmarks requiring high expertise to develop are rare, as are multilingual benchmarks. This scarcity underscores our contribution's value, considering most public models are trained predominantly on English corpora, while other languages remain understudied, particularly for practical domain-specific NLP tasks. Our benchmark allows for testing and advancing the state-of-the-art LLMs. As part of our study, we evaluate several pre-trained multilingual language models on our benchmark to establish strong baselines as a point of reference. Despite the large size of our datasets (tens to hundreds of thousands of examples), existing publicly available models struggle with most tasks, even after in-domain pretraining. We publish all resources (benchmark suite, pre-trained models, code) under a fully permissive open CC BY-SA license.

LEMUR: A Corpus for Robust Fine-Tuning of Multilingual Law Embedding Models for Retrieval

Large language models (LLMs) are increasingly used to access legal information. Yet, their deployment in multilingual legal settings is constrained by unreliable retrieval and the lack of domain-adapted, open-embedding models. In particular, existing multilingual legal corpora are not designed for semantic retrieval, and PDF-based legislative sources introduce substantial noise due to imperfect text extraction. To address these challenges, we introduce LEMUR, a large-scale multilingual corpus of EU environmental legislation constructed from 24,953 official EUR-Lex PDF documents covering 25 languages. We quantify the fidelity of PDF-to-text conversion by measuring lexical consistency against authoritative HTML versions using the Lexical Content Score (LCS). Building on LEMUR, we fine-tune three state-of-the-art multilingual embedding models using contrastive objectives in both monolingual and bilingual settings, reflecting realistic legal-retrieval scenarios. Experiments across low- and high-resource languages demonstrate that legal-domain fine-tuning consistently improves Top-k retrieval accuracy relative to strong baselines, with particularly pronounced gains for low-resource languages. Cross-lingual evaluations show that these improvements transfer to unseen languages, indicating that fine-tuning primarily enhances language-independent, content-level legal representations rather than language-specific cues. Legal RAG Bench: an end-to-end benchmark for legal RAG

We introduce Legal RAG Bench, a benchmark and evaluation methodology for assessing the end-to-end performance of legal RAG systems. As a benchmark, Legal RAG Bench consists of 4,876 passages from the Victorian Criminal Charge Book alongside 100 complex, hand-crafted questions demanding expert knowledge of criminal law and procedure. Both long-form answers and supporting passages are provided. As an evaluation methodology, Legal RAG Bench leverages a full factorial design and novel hierarchical error decomposition framework, enabling apples-to-apples comparisons of the contributions of retrieval and reasoning models in RAG. We evaluate three state-of-the-art embedding models (Isaacus' Kanon 2 Embedder, Google's Gemini Embedding 001, and OpenAI's Text Embedding 3 Large) and two frontier LLMs (Gemini 3.1 Pro and GPT-5.2), finding that information retrieval is the primary driver of legal RAG performance, with LLMs exerting a more moderate effect on correctness and groundedness. Kanon 2 Embedder, in particular, had the largest positive impact on performance, improving average correctness by 17.5 points, groundedness by 4.5 points, and retrieval accuracy by 34 points. We observe that many errors attributed to hallucinations in legal RAG systems are in fact triggered by retrieval failures, concluding that retrieval sets the ceiling for the performance of many modern legal RAG systems. We document why and how we built Legal RAG Bench alongside the results of our evaluations. We also openly release our code and data to assist with reproduction of our findings.

Natural Language Processing for the Legal Domain: A Survey of Tasks, Datasets, Models, and Challenges

Natural Language Processing (NLP) is revolutionising the way both professionals and laypersons operate in the legal field. The considerable potential for NLP in the legal sector, especially in developing computational assistance tools for various legal processes, has captured the interest of researchers for years. This survey follows the Preferred Reporting Items for Systematic Reviews and Meta-Analyses framework, reviewing 154 studies, with a final selection of 131 after manual filtering. It explores foundational concepts related to NLP in the legal domain, illustrating the unique aspects and challenges of processing legal texts, such as extensive document lengths, complex language, and limited open legal datasets. We provide an overview of NLP tasks specific to legal text, such as Document Summarisation, Named Entity Recognition, Question Answering, Argument Mining, Text Classification, and Judgement Prediction. Furthermore, we analyse both developed legal-oriented language models, and approaches for adapting general-purpose language models to the legal domain. Additionally, we identify sixteen open research challenges, including the detection and mitigation of bias in artificial intelligence applications, the need for more robust and interpretable models, and improving explainability to handle the complexities of legal language and reasoning.

Hallucination-Free? Assessing the Reliability of Leading AI Legal Research Tools

Legal practice has witnessed a sharp rise in products incorporating artificial intelligence (AI). Such tools are designed to assist with a wide range of core legal tasks, from search and summarization of caselaw to document drafting. But the large language models used in these tools are prone to "hallucinate," or make up false information, making their use risky in high-stakes domains. Recently, certain legal research providers have touted methods such as retrieval-augmented generation (RAG) as "eliminating" (Casetext, 2023) or "avoid[ing]" hallucinations (Thomson Reuters, 2023), or guaranteeing "hallucination-free" legal citations (LexisNexis, 2023). Because of the closed nature of these systems, systematically assessing these claims is challenging. In this article, we design and report on the first preregistered empirical evaluation of AI-driven legal research tools. We demonstrate that the providers' claims are overstated. While hallucinations are reduced relative to general-purpose chatbots (GPT-4), we find that the AI research tools made by LexisNexis (Lexis+ AI) and Thomson Reuters (Westlaw AI-Assisted Research and Ask Practical Law AI) each hallucinate between 17% and 33% of the time. We also document substantial differences between systems in responsiveness and accuracy. Our article makes four key contributions. It is the first to assess and report the performance of RAG-based proprietary legal AI tools. Second, it introduces a comprehensive, preregistered dataset for identifying and understanding vulnerabilities in these systems. Third, it proposes a clear typology for differentiating between hallucinations and accurate legal responses. Last, it provides evidence to inform the responsibilities of legal professionals in supervising and verifying AI outputs, which remains a central open question for the responsible integration of AI into law.

KoBLEX: Open Legal Question Answering with Multi-hop Reasoning

Large Language Models (LLM) have achieved remarkable performances in general domains and are now extending into the expert domain of law. Several benchmarks have been proposed to evaluate LLMs' legal capabilities. However, these benchmarks fail to evaluate open-ended and provision-grounded Question Answering (QA). To address this, we introduce a Korean Benchmark for Legal EXplainable QA (KoBLEX), designed to evaluate provision-grounded, multi-hop legal reasoning. KoBLEX includes 226 scenario-based QA instances and their supporting provisions, created using a hybrid LLM-human expert pipeline. We also propose a method called Parametric provision-guided Selection Retrieval (ParSeR), which uses LLM-generated parametric provisions to guide legally grounded and reliable answers. ParSeR facilitates multi-hop reasoning on complex legal questions by generating parametric provisions and employing a three-stage sequential retrieval process. Furthermore, to better evaluate the legal fidelity of the generated answers, we propose Legal Fidelity Evaluation (LF-Eval). LF-Eval is an automatic metric that jointly considers the question, answer, and supporting provisions and shows a high correlation with human judgments. Experimental results show that ParSeR consistently outperforms strong baselines, achieving the best results across multiple LLMs. Notably, compared to standard retrieval with GPT-4o, ParSeR achieves +37.91 higher F1 and +30.81 higher LF-Eval. Further analyses reveal that ParSeR efficiently delivers consistent performance across reasoning depths, with ablations confirming the effectiveness of ParSeR.

Interpretable Long-Form Legal Question Answering with Retrieval-Augmented Large Language Models

Many individuals are likely to face a legal dispute at some point in their lives, but their lack of understanding of how to navigate these complex issues often renders them vulnerable. The advancement of natural language processing opens new avenues for bridging this legal literacy gap through the development of automated legal aid systems. However, existing legal question answering (LQA) approaches often suffer from a narrow scope, being either confined to specific legal domains or limited to brief, uninformative responses. In this work, we propose an end-to-end methodology designed to generate long-form answers to any statutory law questions, utilizing a "retrieve-then-read" pipeline. To support this approach, we introduce and release the Long-form Legal Question Answering (LLeQA) dataset, comprising 1,868 expert-annotated legal questions in the French language, complete with detailed answers rooted in pertinent legal provisions. Our experimental results demonstrate promising performance on automatic evaluation metrics, but a qualitative analysis uncovers areas for refinement. As one of the only comprehensive, expert-annotated long-form LQA dataset, LLeQA has the potential to not only accelerate research towards resolving a significant real-world issue, but also act as a rigorous benchmark for evaluating NLP models in specialized domains. Segmentation and Processing of German Court Decisions from Open Legal Data

The availability of structured legal data is important for advancing Natural Language Processing (NLP) techniques for the German legal system. One of the most widely used datasets, Open Legal Data, provides a large-scale collection of German court decisions. While the metadata in this raw dataset is consistently structured, the decision texts themselves are inconsistently formatted and often lack clearly marked sections. Reliable separation of these sections is important not only for rhetorical role classification but also for downstream tasks such as retrieval and citation analysis. In this work, we introduce a cleaned and sectioned dataset of 251,038 German court decisions derived from the official Open Legal Data dataset. We systematically separated three important sections in German court decisions, namely Tenor (operative part of the decision), Tatbestand (facts of the case), and Entscheidungsgründe (judicial reasoning), which are often inconsistently represented in the original dataset. To ensure the reliability of our extraction process, we used Cochran's formula with a 95% confidence level and a 5% margin of error to draw a statistically representative random sample of 384 cases, and manually verified that all three sections were correctly identified. We also extracted the Rechtsmittelbelehrung (appeal notice) as a separate field, since it is a procedural instruction and not part of the decision itself. The resulting corpus is publicly available in the JSONL format, making it an accessible resource for further research on the German legal system.

LongBench: A Bilingual, Multitask Benchmark for Long Context Understanding

Although large language models (LLMs) demonstrate impressive performance for many language tasks, most of them can only handle texts a few thousand tokens long, limiting their applications on longer sequence inputs, such as books, reports, and codebases. Recent works have proposed methods to improve LLMs' long context capabilities by extending context windows and more sophisticated memory mechanisms. However, comprehensive benchmarks tailored for evaluating long context understanding are lacking. In this paper, we introduce LongBench, the first bilingual, multi-task benchmark for long context understanding, enabling a more rigorous evaluation of long context understanding. LongBench comprises 21 datasets across 6 task categories in both English and Chinese, with an average length of 6,711 words (English) and 13,386 characters (Chinese). These tasks cover key long-text application areas including single-doc QA, multi-doc QA, summarization, few-shot learning, synthetic tasks, and code completion. All datasets in LongBench are standardized into a unified format, allowing for effortless automatic evaluation of LLMs. Upon comprehensive evaluation of 8 LLMs on LongBench, we find that: (1) Commercial model (GPT-3.5-Turbo-16k) outperforms other open-sourced models, but still struggles on longer contexts. (2) Scaled position embedding and fine-tuning on longer sequences lead to substantial improvement on long context understanding. (3) Context compression technique such as retrieval brings improvement for model with weak ability on long contexts, but the performance still lags behind models that have strong long context understanding capability. EUR-Lex-Sum: A Multi- and Cross-lingual Dataset for Long-form Summarization in the Legal Domain

Existing summarization datasets come with two main drawbacks: (1) They tend to focus on overly exposed domains, such as news articles or wiki-like texts, and (2) are primarily monolingual, with few multilingual datasets. In this work, we propose a novel dataset, called EUR-Lex-Sum, based on manually curated document summaries of legal acts from the European Union law platform (EUR-Lex). Documents and their respective summaries exist as cross-lingual paragraph-aligned data in several of the 24 official European languages, enabling access to various cross-lingual and lower-resourced summarization setups. We obtain up to 1,500 document/summary pairs per language, including a subset of 375 cross-lingually aligned legal acts with texts available in all 24 languages. In this work, the data acquisition process is detailed and key characteristics of the resource are compared to existing summarization resources. In particular, we illustrate challenging sub-problems and open questions on the dataset that could help the facilitation of future research in the direction of domain-specific cross-lingual summarization. Limited by the extreme length and language diversity of samples, we further conduct experiments with suitable extractive monolingual and cross-lingual baselines for future work. The Bitter Lesson Learned from 2,000+ Multilingual Benchmarks

As large language models (LLMs) continue to advance in linguistic capabilities, robust multilingual evaluation has become essential for promoting equitable technological progress. This position paper examines over 2,000 multilingual (non-English) benchmarks from 148 countries, published between 2021 and 2024, to evaluate past, present, and future practices in multilingual benchmarking. Our findings reveal that, despite significant investments amounting to tens of millions of dollars, English remains significantly overrepresented in these benchmarks. Additionally, most benchmarks rely on original language content rather than translations, with the majority sourced from high-resource countries such as China, India, Germany, the UK, and the USA. Furthermore, a comparison of benchmark performance with human judgments highlights notable disparities. STEM-related tasks exhibit strong correlations with human evaluations (0.70 to 0.85), while traditional NLP tasks like question answering (e.g., XQuAD) show much weaker correlations (0.11 to 0.30). Moreover, translating English benchmarks into other languages proves insufficient, as localized benchmarks demonstrate significantly higher alignment with local human judgments (0.68) than their translated counterparts (0.47). This underscores the importance of creating culturally and linguistically tailored benchmarks rather than relying solely on translations. Through this comprehensive analysis, we highlight six key limitations in current multilingual evaluation practices, propose the guiding principles accordingly for effective multilingual benchmarking, and outline five critical research directions to drive progress in the field. Finally, we call for a global collaborative effort to develop human-aligned benchmarks that prioritize real-world applications.

CFinBench: A Comprehensive Chinese Financial Benchmark for Large Language Models

Large language models (LLMs) have achieved remarkable performance on various NLP tasks, yet their potential in more challenging and domain-specific task, such as finance, has not been fully explored. In this paper, we present CFinBench: a meticulously crafted, the most comprehensive evaluation benchmark to date, for assessing the financial knowledge of LLMs under Chinese context. In practice, to better align with the career trajectory of Chinese financial practitioners, we build a systematic evaluation from 4 first-level categories: (1) Financial Subject: whether LLMs can memorize the necessary basic knowledge of financial subjects, such as economics, statistics and auditing. (2) Financial Qualification: whether LLMs can obtain the needed financial qualified certifications, such as certified public accountant, securities qualification and banking qualification. (3) Financial Practice: whether LLMs can fulfill the practical financial jobs, such as tax consultant, junior accountant and securities analyst. (4) Financial Law: whether LLMs can meet the requirement of financial laws and regulations, such as tax law, insurance law and economic law. CFinBench comprises 99,100 questions spanning 43 second-level categories with 3 question types: single-choice, multiple-choice and judgment. We conduct extensive experiments of 50 representative LLMs with various model size on CFinBench. The results show that GPT4 and some Chinese-oriented models lead the benchmark, with the highest average accuracy being 60.16%, highlighting the challenge presented by CFinBench. The Edinburgh International Accents of English Corpus: Towards the Democratization of English ASR

English is the most widely spoken language in the world, used daily by millions of people as a first or second language in many different contexts. As a result, there are many varieties of English. Although the great many advances in English automatic speech recognition (ASR) over the past decades, results are usually reported based on test datasets which fail to represent the diversity of English as spoken today around the globe. We present the first release of The Edinburgh International Accents of English Corpus (EdAcc). This dataset attempts to better represent the wide diversity of English, encompassing almost 40 hours of dyadic video call conversations between friends. Unlike other datasets, EdAcc includes a wide range of first and second-language varieties of English and a linguistic background profile of each speaker. Results on latest public, and commercial models show that EdAcc highlights shortcomings of current English ASR models. The best performing model, trained on 680 thousand hours of transcribed data, obtains an average of 19.7% word error rate (WER) -- in contrast to the 2.7% WER obtained when evaluated on US English clean read speech. Across all models, we observe a drop in performance on Indian, Jamaican, and Nigerian English speakers. Named entity recognition for Serbian legal documents: Design, methodology and dataset development

Recent advancements in the field of natural language processing (NLP) and especially large language models (LLMs) and their numerous applications have brought research attention to design of different document processing tools and enhancements in the process of document archiving, search and retrieval. Domain of official, legal documents is especially interesting due to vast amount of data generated on the daily basis, as well as the significant community of interested practitioners (lawyers, law offices, administrative workers, state institutions and citizens). Providing efficient ways for automation of everyday work involving legal documents is therefore expected to have significant impact in different fields. In this work we present one LLM based solution for Named Entity Recognition (NER) in the case of legal documents written in Serbian language. It leverages on the pre-trained bidirectional encoder representations from transformers (BERT), which had been carefully adapted to the specific task of identifying and classifying specific data points from textual content. Besides novel dataset development for Serbian language (involving public court rulings), presented system design and applied methodology, the paper also discusses achieved performance metrics and their implications for objective assessment of the proposed solution. Performed cross-validation tests on the created manually labeled dataset with mean F_1 score of 0.96 and additional results on the examples of intentionally modified text inputs confirm applicability of the proposed system design and robustness of the developed NER solution.

Dictionary Insertion Prompting for Multilingual Reasoning on Multilingual Large Language Models

As current training data for Large Language Models (LLMs) are dominated by English corpus, they are English-centric and they present impressive performance on English reasoning tasks.This paper primarily studies English-centric models, but our method could be universal by using the centric language in the dictionary for non-English-centric LLMs. Yet, they usually suffer from lower performance in other languages. There are about 7,000 languages over the world, and many are low-resourced on English-centric LLMs. For the sake of people who primarily speak these languages, it is especially urgent to enable our LLMs in those languages. Model training is usually effective, but computationally expensive and requires experienced NLP practitioners. This paper presents a novel and simple yet effective method called Dictionary Insertion Prompting (DIP). When providing a non-English prompt, DIP looks up a word dictionary and inserts words' English counterparts into the prompt for LLMs. It then enables better translation into English and better English model thinking steps which leads to obviously better results. We experiment with about 200 languages from FLORES-200. Since there are no adequate datasets, we use the NLLB translator to create synthetic multilingual benchmarks from the existing 4 English reasoning benchmarks such as GSM8K and AQuA. Despite the simplicity and computationally lightweight, we surprisingly found the effectiveness of DIP on math and commonsense reasoning tasks on multiple open-source and close-source LLMs.Our dictionaries, code, and synthetic benchmarks will be open-sourced to facilitate future research.

IberBench: LLM Evaluation on Iberian Languages

Large Language Models (LLMs) remain difficult to evaluate comprehensively, particularly for languages other than English, where high-quality data is often limited. Existing benchmarks and leaderboards are predominantly English-centric, with only a few addressing other languages. These benchmarks fall short in several key areas: they overlook the diversity of language varieties, prioritize fundamental Natural Language Processing (NLP) capabilities over tasks of industrial relevance, and are static. With these aspects in mind, we present IberBench, a comprehensive and extensible benchmark designed to assess LLM performance on both fundamental and industry-relevant NLP tasks, in languages spoken across the Iberian Peninsula and Ibero-America. IberBench integrates 101 datasets from evaluation campaigns and recent benchmarks, covering 22 task categories such as sentiment and emotion analysis, toxicity detection, and summarization. The benchmark addresses key limitations in current evaluation practices, such as the lack of linguistic diversity and static evaluation setups by enabling continual updates and community-driven model and dataset submissions moderated by a committee of experts. We evaluate 23 LLMs ranging from 100 million to 14 billion parameters and provide empirical insights into their strengths and limitations. Our findings indicate that (i) LLMs perform worse on industry-relevant tasks than in fundamental ones, (ii) performance is on average lower for Galician and Basque, (iii) some tasks show results close to random, and (iv) in other tasks LLMs perform above random but below shared task systems. IberBench offers open-source implementations for the entire evaluation pipeline, including dataset normalization and hosting, incremental evaluation of LLMs, and a publicly accessible leaderboard.

NitiBench: A Comprehensive Studies of LLM Frameworks Capabilities for Thai Legal Question Answering

The application of large language models (LLMs) in the legal domain holds significant potential for information retrieval and question answering, yet Thai legal QA systems face challenges due to a lack of standardized evaluation benchmarks and the complexity of Thai legal structures. This paper introduces NitiBench, a benchmark comprising two datasets: the NitiBench-CCL, covering general Thai financial law, and the NitiBench-Tax, which includes real-world tax law cases requiring advanced legal reasoning. We evaluate retrieval-augmented generation (RAG) and long-context LLM-based approaches to address three key research questions: the impact of domain-specific components like section-based chunking and cross-referencing, the comparative performance of different retrievers and LLMs, and the viability of long-context LLMs as an alternative to RAG. Our results show that section-based chunking significantly improves retrieval and end-to-end performance, current retrievers struggle with complex queries, and long-context LLMs still underperform RAG-based systems in Thai legal QA. To support fair evaluation, we propose tailored multi-label retrieval metrics and the use of an LLM-as-judge for coverage and contradiction detection method. These findings highlight the limitations of current Thai legal NLP solutions and provide a foundation for future research in the field. We also open-sourced our codes and dataset to available publicly.

EU-Agent-Bench: Measuring Illegal Behavior of LLM Agents Under EU Law

Large language models (LLMs) are increasingly deployed as agents in various contexts by providing tools at their disposal. However, LLM agents can exhibit unpredictable behaviors, including taking undesirable and/or unsafe actions. In order to measure the latent propensity of LLM agents for taking illegal actions under an EU legislative context, we introduce EU-Agent-Bench, a verifiable human-curated benchmark that evaluates an agent's alignment with EU legal norms in situations where benign user inputs could lead to unlawful actions. Our benchmark spans scenarios across several categories, including data protection, bias/discrimination, and scientific integrity, with each user request allowing for both compliant and non-compliant execution of the requested actions. Comparing the model's function calls against a rubric exhaustively supported by citations of the relevant legislature, we evaluate the legal compliance of frontier LLMs, and furthermore investigate the compliance effect of providing the relevant legislative excerpts in the agent's system prompt along with explicit instructions to comply. We release a public preview set for the research community, while holding out a private test set to prevent data contamination in evaluating upcoming models. We encourage future work extending agentic safety benchmarks to different legal jurisdictions and to multi-turn and multilingual interactions. NESTLE: a No-Code Tool for Statistical Analysis of Legal Corpus

The statistical analysis of large scale legal corpus can provide valuable legal insights. For such analysis one needs to (1) select a subset of the corpus using document retrieval tools, (2) structuralize text using information extraction (IE) systems, and (3) visualize the data for the statistical analysis. Each process demands either specialized tools or programming skills whereas no comprehensive unified "no-code" tools have been available. Especially for IE, if the target information is not predefined in the ontology of the IE system, one needs to build their own system. Here we provide NESTLE, a no code tool for large-scale statistical analysis of legal corpus. With NESTLE, users can search target documents, extract information, and visualize the structured data all via the chat interface with accompanying auxiliary GUI for the fine-level control. NESTLE consists of three main components: a search engine, an end-to-end IE system, and a Large Language Model (LLM) that glues the whole components together and provides the chat interface. Powered by LLM and the end-to-end IE system, NESTLE can extract any type of information that has not been predefined in the IE system opening up the possibility of unlimited customizable statistical analysis of the corpus without writing a single line of code. The use of the custom end-to-end IE system also enables faster and low-cost IE on large scale corpus. We validate our system on 15 Korean precedent IE tasks and 3 legal text classification tasks from LEXGLUE. The comprehensive experiments reveal NESTLE can achieve GPT-4 comparable performance by training the internal IE module with 4 human-labeled, and 192 LLM-labeled examples. The detailed analysis provides the insight on the trade-off between accuracy, time, and cost in building such system.

This is the way: designing and compiling LEPISZCZE, a comprehensive NLP benchmark for Polish

The availability of compute and data to train larger and larger language models increases the demand for robust methods of benchmarking the true progress of LM training. Recent years witnessed significant progress in standardized benchmarking for English. Benchmarks such as GLUE, SuperGLUE, or KILT have become de facto standard tools to compare large language models. Following the trend to replicate GLUE for other languages, the KLEJ benchmark has been released for Polish. In this paper, we evaluate the progress in benchmarking for low-resourced languages. We note that only a handful of languages have such comprehensive benchmarks. We also note the gap in the number of tasks being evaluated by benchmarks for resource-rich English/Chinese and the rest of the world. In this paper, we introduce LEPISZCZE (the Polish word for glew, the Middle English predecessor of glue), a new, comprehensive benchmark for Polish NLP with a large variety of tasks and high-quality operationalization of the benchmark. We design LEPISZCZE with flexibility in mind. Including new models, datasets, and tasks is as simple as possible while still offering data versioning and model tracking. In the first run of the benchmark, we test 13 experiments (task and dataset pairs) based on the five most recent LMs for Polish. We use five datasets from the Polish benchmark and add eight novel datasets. As the paper's main contribution, apart from LEPISZCZE, we provide insights and experiences learned while creating the benchmark for Polish as the blueprint to design similar benchmarks for other low-resourced languages.

VLSP2022-EVJVQA Challenge: Multilingual Visual Question Answering

Visual Question Answering (VQA) is a challenging task of natural language processing (NLP) and computer vision (CV), attracting significant attention from researchers. English is a resource-rich language that has witnessed various developments in datasets and models for visual question answering. Visual question answering in other languages also would be developed for resources and models. In addition, there is no multilingual dataset targeting the visual content of a particular country with its own objects and cultural characteristics. To address the weakness, we provide the research community with a benchmark dataset named EVJVQA, including 33,000+ pairs of question-answer over three languages: Vietnamese, English, and Japanese, on approximately 5,000 images taken from Vietnam for evaluating multilingual VQA systems or models. EVJVQA is used as a benchmark dataset for the challenge of multilingual visual question answering at the 9th Workshop on Vietnamese Language and Speech Processing (VLSP 2022). This task attracted 62 participant teams from various universities and organizations. In this article, we present details of the organization of the challenge, an overview of the methods employed by shared-task participants, and the results. The highest performances are 0.4392 in F1-score and 0.4009 in BLUE on the private test set. The multilingual QA systems proposed by the top 2 teams use ViT for the pre-trained vision model and mT5 for the pre-trained language model, a powerful pre-trained language model based on the transformer architecture. EVJVQA is a challenging dataset that motivates NLP and CV researchers to further explore the multilingual models or systems for visual question answering systems. We released the challenge on the Codalab evaluation system for further research.

Methods for Legal Citation Prediction in the Age of LLMs: An Australian Law Case Study

In recent years, Large Language Models (LLMs) have shown great potential across a wide range of legal tasks. Despite these advances, mitigating hallucination remains a significant challenge, with state-of-the-art LLMs still frequently generating incorrect legal references. In this paper, we focus on the problem of legal citation prediction within the Australian law context, where correctly identifying and citing relevant legislations or precedents is critical. We compare several approaches: prompting general purpose and law-specialised LLMs, retrieval-only pipelines with both generic and domain-specific embeddings, task-specific instruction-tuning of LLMs, and hybrid strategies that combine LLMs with retrieval augmentation, query expansion, or voting ensembles. Our findings indicate that domain-specific pre-training alone is insufficient for achieving satisfactory citation accuracy even after law-specialised pre-training. In contrast, instruction tuning on our task-specific dataset dramatically boosts performance reaching the best results across all settings. We also highlight that database granularity along with the type of embeddings play a critical role in the performance of retrieval systems. Among retrieval-based approaches, hybrid methods consistently outperform retrieval-only setups, and among these, ensemble voting delivers the best result by combining the predictive quality of instruction-tuned LLMs with the retrieval system.
